Strategic Plan

Objectives

• Ensure every student meets or exceeds grade level standards so they are prepared for a successful life after high school
• Provide a coherent curriculum with rigorous, relevant educational programming delivered using sound instructional practices

Goal

• By the end of the 2026-27 school year, the District will maintain or increase the Growth and Achievement composite scores from the 2025-26 score as measured by the District State Accountability Report Card (released in Fall 2027).

• Ensure that every student is academically engaged in their learning so they are an active participant in their learning journeys. 
• USDD is committed to preparing students to function effectively in the global community of the 21st century.

Goals

• By the end of the 2026-2027 school year, we will increase the number of students with Low Risk and On Watch attendance from 93.2% to 95% as measured in Nextpath by incorporating various engagement strategies at the district, building and PLC levels.
• By the end of the 2026-2027 school year, we will complete planning for 4K Wrap-Around programming so that 4K Wrap-Around programs at Altmayer and Heritage Elementary Schools will begin at the start of the 2027-2028 school year.

• Create inclusive classroom and school environments that show understanding of and care for every student, staff, family member and visitor.
• Speak and act swiftly against inequities, harassment, discrimination, racism and hate.

Goals

• During the 2026–2027 school year, the student voice group will meet four times annually to develop, monitor and evaluate the implementation of the changes established during the 2025–2026 school year. At each meeting, members will review progress toward action plan goals, analyze evidence of implementation, continue to identify strengths and areas for improvement, and develop next steps to address identified needs.
• During the 2026–2027 school year, the district will strengthen a culture of respect and belonging by ensuring that incidents of harassment, racism, discrimination, and stereotyping are addressed promptly and consistently by staff and students. Through staff and student education, ongoing monitoring of school data, and student feedback, the school will increase awareness, reporting, and intervention practices while addressing incidents of harmful behavior.

• Retain a diverse, high performing staff through professional learning that expands their practice.
• Ensure facilities, infrastructure, and technology that supports future ready learning.

Goals

• 100% of staff participate in at least two professional learning activities aligned with their role and development goals during the year.
• During the 2026-27 school year, the District will improve facilities, infrastructure & technology in all buildings by completing projects as identified in the 10-year capital plan, technology plan, and approved referendum while staying within budget using our capital construction, operational referendum and technology plan funds, as approved by the school board. As a result, our employees and students will have an up-to-date and equitable educational experience.
• By January 2027, finalize a needs assessment, architectural design and cost estimate with a recommendation to the BoE for capital/operational referendum strategy to update facility infrastructure—prioritizing De Pere High School modernization (CTE, engineering, health sciences) alongside target improvements at DPMS, Foxview, Dickinson, Altmayer, and Heritage.
